MetroDAO was founded in 2022, by Dyshaun Hines following his experiences working as Director of a public-private partnership called, The Philadelphia Global Identity Partnership, whose mission was to elevate Philadelphia’s global brand narrative to position the city and region as a top-tier global destination for business, talent, and investment attraction and retention. Experiencing difficulties in gathering partner consensus, and limited opportunities to intentionally engage residents in decision-making processes, Dyshaun identified an opportunity to create a more efficient and inclusive process of engaging large stakeholder groups to accomplish goals utilizing emerging technologies.
MetroDAO was developed to present solutions for more efficient and sustainable civic engagement, far-reaching collaborative decision-making processes, and public resource allocation through the utilization of future-forward technologies. Combining research and proven methodologies by the Brookings Institute, the Participatory Budgeting Project, and the U.S. News & World Review “Best Countries Ranking” framework – in regard to efficient social impact investing, MetroDAO isn’t reinventing the wheel; we’re creating a more efficient, sustainable, and accessible one.

Using blockchain, gamification, and incentive-based models, MetroDAO creates a platform that rewards informed civic engagement and fills the feedback gap that often exists between public leaders and community members.
MetroDAO’s platform allows Governments, Private CSR’s, and Large Non-Profit Institutions to more easily gain real-time quantitative and qualitative insight from their community – and to capture lived insight on how to solve problems that impact a community’s quality of life.
With this feedback, solution-based impact initiatives can be developed allowing targeted resource allocations, measurable KPIs to determine the effectiveness of programming, and higher returns on impact investments.

About MetroDAO’s Founder
Dyshaun is a Philadelphia native, Navy Veteran, international traveler, and lifelong community advocate who has earned a Bachelor of Science Degree in Advertising from the Art Institute of Philadelphia, and a Master of Science Degree in Travel & Tourism with a focus on sustainability from Temple University's School of Sports, Tourism & Hospitality Management (STHM).
Since 2019, Dyshaun has served as the central administrator and dedicated staffer of the Philadelphia Global Identity Partnership. In that time, Dyshaun has led the planning and facilitation of over 250 in-person and virtual Advisory Board, Leadership Council, and Sub-Committee meetings combined; allowing for sustained stakeholder engagement in support of PGIP’s mission. Dyshaun also successfully pivoted PGIP from an in-person meeting format to virtual meetings following the 2020 pandemic, allowing for sustained operations despite shutdowns and organizational uncertainty.
Throughout his service with PGIP, Dyshaun has overseen the development and continued facilitation of 5 sub-committees with over 30 members combined, each historically holding bi-weekly meetings on average. These efforts led to increased stakeholder engagement and organizational alignment – in addition to successfully drafting, posting, and awarding two vendor Request For Proposals per local open & fair competition policies ensuring a diverse and inclusive process.
